What is Phoenix Project?

An initiative focused on low-cost, community-led activation of heritage buildings. We prioritise staged, compliant approaches; partnership with public agencies, educators and NFPs; and transparent communication about constraints and opportunities.

  • Evidence-led planning using existing engineering and heritage reports.
  • Training-led restoration with accredited supervision (e.g., TAFE, employment programs).
  • Activation that complements — not competes with — existing public spaces.

How we work

We start by listening and learning: engaging with asset owners, Heritage SA, local council and community to understand priorities and constraints. From there, we co-design a staged activation plan that reduces risk, respects heritage values and unlocks public benefit.

Low-risk pilots

Begin with safe, limited openings while longer-term works progress.

Partnership-first

Work with funded programs to minimise upfront capital needs.

Current Focus: Restoration Pilot

We’re exploring a building-only activation pathway that complements existing outdoor markets and events, seeks access to prior engineering and heritage reports, and maps a staged route towards long-term stewardship.
